STATE GOVERNMENT BUSINESS RESILIENCE PACKAGE –
MORE DETAILS NOW AVAILABLE TO APPLY FOR GRANTS UNDER THIS PACKAGE
The State Government announced recently that they have launched grants package known as the “Business Resilience Package”. As we have now become used to the process of this it appears to be, make a big announcement and then in the later weeks details are provided progressively which include the fine print that will determine who is and who isn’t eligible for payments.
We’ve been keeping up to date with the regular drip feed of information from the State Government. The risk with acting before the fine print is confirmed is business owners may be making decisions on the assumption that they will be eligible for funding. Then some will find they do not meet the criteria set out which is a new problem. These support mechanisms are targeted to specific industries and have strict criteria so many businesses will not be eligible for support.
Below we have put together the details to date for the Business Resilience Package:
Business Support Fund 3
This grant is targeted at specific industries who the State Government deem have been most impacted by the Coronavirus lockdowns who also have employees. The value of this grant varies from $10,000 to $20,000 which is based upon the size of the payroll. To assess your eligibility for this grant we need to confirm that the business is:
- In an eligible industry as per the ANZSIC classes on the ABR Register
- Employed in the 2020 financial year
- Has an existing WorkCover Employer Number
- Participating in the Job Keeper program (so can prove they meet the strict criteria for eligibility for this program)
- Registered for GST
- NOT going to apply or receive a grant connected with the Licensed Hospitality Venue Fund (see below)
If all the hurdles are met we can then apply for the grant on your behalf.

Sole Trader Support Fund
This grant is targeted specifically to “non employing sole traders” and targeted towards specific industries and business location with a heavy slant towards those operating within the Melbourne Metro region. The value of this grant will be $3,000 for each eligible application. To assess your eligibility for this grant we need to confirm that the business is:
- In an eligible industry as per the ANZSIC classes on the ABR Register
- A sole trader with no employees
- Operating from a commercial premises or location for at least six months (cannot be attached to any property that is a residential premises – so any home based business is not eligible for this grant)
- Located in Melbourne Metro region or very specific provisions around heavily impacted regional areas
- Participating in the Job Keeper program (so can prove they meet the strict criteria for eligibility for this program)
- Registered for GST
- NOT permitted to open with a COVIDSafe Plan in the First Step in the “How we work in metropolitan Melbourne” roadmap
- NOT operating in a sector for whom restrictions are easing in the Second Step in the “How we work in metropolitan Melbourne” roadmap
- NOT operating in regional Victoria and permitted to open with a COVIDSafe Plan in the Second Step in the “How we work in regional Victoria” roadmap
- NOT going to apply or receive a grant connected with the Licensed Hospitality Venue Fund (see below)

Licensed Hospitality Venue Fund
There is a fund specifically targeted to Licensed Hospitality Venues. Any business receiving this grant will not be able to also receive the Business Support Fund 3. Grants of up to $30,000 are available to eligible businesses based on a combination of venue location & patron capacity. Eligible Businesses for this grant should receive an invitation to apply for this grant from Business Victoria at the email address linked to their Liquor Portal Account.Grants for this will only be considered when you use the unique link provided in the emailed invitation. Licensees without a Liquor Portal account can create one on the Victorian Commission for Gambling and Liquor Regulation.

Outdoor Eating and Entertainment Package Grants
There is a fund specifically targeted to both licensed & unlicensed venues to adapt to outdoor dining. Grants of $5,000 are available to eligible businesses under this package.
